PPWR 2030: Recyclability and Recycled Content Requirements for Plastic Packaging

The first PPWR compliance discussions in 2026 are focused heavily on substances, documentation and implementation.

But packaging teams should already be looking toward 2030.

Two areas will become particularly important:

recyclability

and

minimum recycled plastic content.

Recyclability

Under Article 6, packaging will need to meet PPWR recyclability requirements.

The regulation establishes recyclability performance grades:

From 2030—or later where the regulation's delegated-act timing rules make a later date applicable—packaging that does not meet the required recyclability grades cannot be placed on the market.

For packaging developers, this increases the importance of:

  • material simplification;

  • compatible closures;

  • easily separable components;

  • avoiding unnecessary mixed-material structures;

  • designing for established recycling streams.

Recycled Content in Plastic Packaging

Article 7 establishes minimum post-consumer recycled-content targets.

For the 2030 stage, the regulation specifies:

30%
contact-sensitive PET packaging, excluding single-use beverage bottles;

10%
contact-sensitive packaging made from plastics other than PET;

30%
single-use plastic beverage bottles;

35%
other plastic packaging.

For 2040, the corresponding targets increase to:

50% / 25% / 65% / 65% respectively.

The exact application date for the 2030 requirements also depends on the implementing-act timing specified in Article 7.

What Does This Mean for PP and HDPE Packaging?

For food-contact PP or HDPE packaging, the contact-sensitive non-PET category may become particularly relevant.

For other industrial PP or HDPE packaging, a different recycled-content category may apply.

Classification should therefore be assessed by actual packaging type and use rather than material alone.

Recycled Content Is Not Only a Percentage

Adding PCR affects:

  • appearance;

  • colour;

  • odour;

  • mechanical strength;

  • impact resistance;

  • processing;

  • food-contact eligibility;

  • traceability.

For this reason, future packaging projects should evaluate PCR at the development stage rather than treat it as a last-minute material substitution.

GRS scope certification can help demonstrate that a manufacturing operation has an audited framework for applicable recycled-material products and processes.

However:

a GRS Scope Certificate does not automatically make every shipment GRS certified.

Product- and shipment-level claims require the applicable transaction-certification framework.

The packaging designs selected in 2026–2027 may still be in commercial use when major 2030 requirements arrive.

The strongest PPWR strategy is not to wait for 2030.

It is to use current packaging development projects to prepare for:

recyclability + recycled content + traceable materials + documented compliance.
